Highway Access
The Highway Design Guide sets out the
general principles and minimum standards for the layout and
dimensions of highways and paved areas in residential and
industrial developments for each County Council or
their Highway Authority.
In most cases it should not be seen as a prescriptive
solution to all road layouts. The aim has been to provide a
broad framework within which development of a high standard of
road safety and environmental quality can take place to the
benefit of all members of the community.
The standards are not inflexible. In particular
circumstances where it is desirable to complement the character
of existing development – such as conservation areas –
departures may be allowed provided that they are still
consistent with the general aim of this document.
Most newer editions places a far greater emphasis on
layout designs which will restrain vehicle speeds and therefore
produce a safe and more convenient environment for pedestrians
and cyclists.
